Secretaries to the Governments (SGSs) of All Progressives Congress (APC)-governed states have resolved to deepen inter-governmental collaboration, strengthen administrative reforms, and promote digital governance as part of ongoing efforts to enhance policy coordination and service delivery across the federation.
The resolutions formed part of the Communiqué of the Progressive Governors Forum (PGF) Quarterly Strategy Meeting of Secretaries to the Governments of APC-Governed States, held from Thursday, 30th to Friday, 31st October 2025, at Unity Hall, Government House, Asaba, Delta State.
The two-day session, hosted by the Delta State Government and facilitated by the PGF Secretariat, focused on the theme, “Strengthening Sub-National Governance Synergy for Effective Policy Coordination in APC-Governed States.”
It brought together senior government officials, policy experts, and technocrats from across progressive states.
In a joint communiqué signed by Secretaries to the Governments and other representatives from APC-controlled states, participants commended President Bola Tinubu and the Progressive Governors for their visionary leadership and commitment to deepening governance reforms and delivering on national promises.
The meeting acknowledged the strategic role of Secretaries to the Governments as “critical drivers of policy coordination, harmonization, and implementation” across the states.
It resolved to strengthen the institutional capacity of the SGSs offices as policy alignment hubs to ensure coherence between Federal Government and state government initiatives.
Participants also underscored the urgency of administrative reforms and the adoption of digital governance systems to modernize the public service and enhance operational efficiency.
To achieve this, states agreed to share best practices, standardize administrative procedures, and deploy technology-driven solutions that foster transparency, accountability, and data-based decision-making.
Another key resolution was the adoption of a unified Performance Management Framework for measuring and tracking the effectiveness of government programmes and policies at the sub-national level.
The framework will be developed in partnership with the PGF Secretariat to align state performance indicators with national priorities, ensuring measurable progress across APC-governed states.
The Forum reaffirmed its commitment to promoting synergy through peer learning, evidence-based policy reviews, and joint capacity-building initiatives.
It emphasized the importance of the PGF Secretariat in facilitating technical cooperation, innovation, and results-based management systems among member states.
Participants also pledged to champion reforms within their states that advance the Renewed Hope Agenda, foster inclusive governance, and accelerate development outcomes, while upholding professionalism, accountability, and excellence in public administration.
The Forum expressed appreciation to Governor Oborevwori for hosting the meeting and for the warm hospitality extended to all delegates.
It also commended the Progressive Governors Forum Secretariat, led by the Director General, Mr. Folorunsho Aluko, for its strategic coordination and unwavering commitment to strengthening collaboration among APC-governed states.
The meeting acknowledged the participation of senior government officials who attended the opening session, describing their presence as a demonstration of collective dedication to improving governance delivery across Progressive States.
At the conclusion of deliberations, members unanimously adopted Nasarawa State as the host of the next PGF Quarterly Strategy Meeting, scheduled for the first quarter of 2026.
The communiqué was jointly signed by Secretaries to the Governments and senior representatives from APC-governed states including Dr. Kingsley Emu (Delta State), Mrs. Folashade Arike Ayoade, Ph.D. (Kogi State), Dr. Shuaibu Magaji Labaran, SAN (Nasarawa State), Prof. Habibat Omolara Adubiaro (Ekiti State), Mr. Olatokunbo Talabi (Ogun State), Mrs. Serumun Aber, Esq. (Benue State), Prof. Grace Umezuirike (Ebonyi State), Abdullahi Garba Faskari (Katsina State), Mr. Umar Musa Ikhilor, Esq. (Edo State), among others.
