PFIPC Budget Controversy: Senate Says National Assembly Didn’t Create or Insert Agency, Urges Executive to Explain

The Senate has distanced the National Assembly from the controversy surrounding the inclusion of the Presidential Foreign Intervention Promotion Council (PFIPC) in the 2026 Appropriation Act, stating that lawmakers neither created the agency nor inserted it into the federal budget.

Senate Spokesman, Senator Yemi Adaramodu, made the clarification while addressing journalists after Tuesday’s plenary, according to a statement shared by former Vice President Atiku Abubakar.

Adaramodu said the controversy over the agency’s inclusion in the budget falls within the purview of the Executive, insisting that the National Assembly should not be held responsible for its appearance in the appropriation document.

According to him, the matter remains an internal issue for the Presidency and does not fall within the Senate’s immediate legislative responsibility unless a formal petition is presented before the chamber.

He added that no petition relating to the PFIPC had been officially submitted to the Senate for legislative consideration.

The Senate’s position is the first public response from the National Assembly since questions were raised over the alleged inclusion of the PFIPC in the 2026 budget amid claims that the agency is either non-existent or lacks a clear legal basis.

The controversy has generated widespread public interest, with conflicting accounts reportedly emerging over the agency’s existence, legal status and the circumstances surrounding its budgetary allocation.

By stating that lawmakers neither established nor inserted the agency into the 2026 Appropriation Act, the Senate has shifted responsibility for explaining the budget entry to the Executive.

The statement by Senator Adaramodu was circulated by former Vice President Atiku Abubakar on his official communication platforms.

The Presidency had not officially responded to the Senate’s position at the time of filing this report. The claims surrounding the PFIPC and its inclusion in the 2026 budget remain the subject of public debate.
