…Passes Bill to Establish Edo State Lottery Regulatory Commission, Edo State Lottery Trust Fund
The Edo State House of Assembly has adopted a Motion calling on the Edo State Independent Electoral Commission (EDSIEC) to conduct bye elections to fill vacancies in the Legislative arm of Local Government Councils within 3 Weeks.
The motion moved by the majority Leader, Hon Jonathan Ibhamawu became imperative after the abdication and abandonment of duty by some Councilors.
Hon Ibhamawu, who cited section 12, subsection 1 of the Local Government law as amended, said the legislative arm is fundamental to the operation of the third tier of Government, stressing that the wards without Councilors have been without adequate representation.
Other Legislators who supported the motion include Hon Adeh Isibor, Hon Sunday Ojezele, Rt Hon Osawonyi Atu, Hon Edosa Osaro, and Hon Natasha Osawaru in their various submissions quoted sections of the 1999 Constitution, which empowers the state Assembly to monitor in the areas of establishment, structure, composition, and Finance as well as functions of the Local Government Councils.
Summing up the debate, the Speaker, Rt Hon Chief Blessing Sheriff Agbebaku, called for a voice vote on the Resolution, which directs EDSIEC to conduct bye elections within 3 weeks. He directed the clerk, Alhaji Yahaya Audu Omogbai, to send clean copies of the Resolution to the relevant quarters for necessary action.
Also at plenary, the house passed the bill to repeal the Edo State Gaming Law 2020 and to enact a law to provide for the Edo State Lottery, Establishment of the Edo State Lottery Regulatory Commission, and the Edo State Lottery Trust Fund and other matters connected therewith.
The bill, which was considered at the Committee of the whole, was considered clause by clause, while the Speaker directed the Clerk, Alhaji Yahaya Audu Omogbai, to make clean copies available to the Governor, Distinguished Senator Monday Okpebholo, for his assent.
The house is also in receipt of a list of five commissioner-nominees and 4 names for Chairman and Members of the Edo State Civil Service Commission.

The Nominees for Chairman and Members of the Edo State Civil Service Commission are Oko Ose Samuel, Chairman, Deborah Enakhimion, David Oviawe, and Isikpe Irene Kadiri as members.
The Speaker Rt Hon Chief Agbebaku committed the list to the Rules and Business Committee to report to the House as soon as possible.
