The Delta State House of Assembly Service Commission on Thursday, June 25, 2026, commenced its 2026 Promotion Exercise, Batch B, for Top and Middle Management Staff, with 69 officers participating in the promotion interview at the Conference Room of the Commission’s headquarters in Asaba.
In his welcome address, the Chairman of the Commission, Mr Sunday Ebireri, said the exercise was geared towards motivating staff, boosting productivity, and enhancing proficiency for effective service delivery.
“It is with a deep sense of responsibility and profound gratitude to God Almighty that I welcome you to this event, signaling the commencement of the promotion exercise for staff of the Delta State House of Assembly Service Commission. As you all know, since my assumption of office as Chairman, it has been our tradition to brief the stakeholders prior to such significant exercise and avail the world of the activities of the Commission,” Mr. Ebireri stated.
He described promotion as a ladder the workforce must attain in pursuing career development, adding that the exercise represents a critical component of staff motivation, productivity enhancement, and career progression within the legislative service.
The Chairman noted that since the commencement of the 5th Commission, it has not shirked its responsibility in ensuring that staff due for promotion are elevated as and when due, thereby ensuring the wheel of legislative bureaucracy runs smoothly.
Mr. Ebireri stated that the Commission remains committed to ensuring that eligible staff are promoted as and when due, in line with its mandate to sustain efficiency, professionalism, and excellence in the legislative bureaucracy.
According to him, the exercise represents the second phase of the Commission’s 2026 promotion programme. He explained that the first phase was conducted in January, while the current exercise takes effect from July 1, 2026.
“It is pertinent to know that promotion is one of our cardinal objectives as a Commission. Others include recruitment, discipline, training of staff, posting, and any matter relating to staff welfare,” he said.
The Chairman explained that the Commission has consistently aligned its activities with the MORE Agenda of the Delta State Government.
Mr. Ebireri attributed the success of the Commission’s programmes to the purposeful leadership of Governor Sheriff Oborevwori, whom he commended for prioritizing workers’ welfare and granting approvals for the release of funds not only for the annual promotion exercise but for a plethora of the Commission’s needs.
“It is instructive to note that these achievements would not have been possible without the purposeful leadership of our amiable Governor, His Excellency, Rt. Hon. Sheriff F.O. Oborevwori, who has always prioritised the welfare of staff, and has been magnanimous in granting approvals,” he stated.
Ebireri also appreciated the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, for his approvals and the symbiotic relationship the Commission enjoys with the House.
“His charisma in piloting the affairs of the legislature cannot be overemphasised,” the Chairman said.
Mr. Ebireri further appreciated members of the Commission, the Secretary, Management, and staff for their shared vision, commitment, and support in ensuring a formidable Commission.
Addressing the 69 interviewees, he urged them to see the promotion exercise not just as validation for hard work but also as a driving force to continue putting in their best and form a synergy for the preservation of institutional memory and an efficient legislative bureaucracy.

Speaking on the consistency of the annual promotion exercise, the Secretary of the Commission, Barr. Austin Uwasike, attributed its success to the support received from the state government and the leadership of the State Assembly.
He expressed appreciation to Governor Sheriff Oborevwori for approving the exercise annually and to the Speaker of the State Assembly for his continued support and benevolence towards the Commission.
Barr. Uwasike explained that the annual promotion exercise serves as an incentive mechanism aimed at encouraging staff commitment and facilitating career advancement within the service.
He noted that the exercise is carried out yearly to create incentives for staff and as part of their career progression, and urged beneficiaries to reciprocate the gesture through dedication, commitment, and diligence in the discharge of their duties.
Reacting to the exercise, participating staff commended the Commission for its unwavering commitment to workers’ welfare and career advancement.
They described the promotion interview as a welcome development and expressed satisfaction with the transparent and consistent manner in which the Commission conducts its promotion exercises.
The officers praised the Commission for successfully concluding the final stage of the promotion process, noting that the exercise demonstrates its dedication to staff motivation, professional growth, and career progression.
They described the exercise as a source of joy and encouragement, adding that it reflects the Commission’s concern for the welfare and advancement of Assembly workers.
The participants further applauded the Commission for its diligence and consistency in carrying out its statutory responsibilities, particularly in ensuring that promotions are conducted as and when due.
