The National Universities Commission (NUC) has approved 31 full-time undergraduate degree programmes for the Delta State College of Education, Mosogar, marking a major milestone in the institution’s transition to a dual-mandate system.
The approval allows the College to run National Certificate in Education (NCE) and university degree programmes side by side, thereby providing students with expanded opportunities to pursue university-level qualifications within the institution.
The development followed a resource verification exercise conducted by the NUC, during which the Commission assessed the College’s academic staff, infrastructure, facilities and other requirements for the proposed programmes.
The approval is in line with the Federal Government’s Dual-Mandate policy, backed by the Federal Colleges of Education and State Colleges of Education 2023 Amendment Act, which permits qualified Colleges of Education to operate both NCE and degree programmes.
In an approval letter addressed to the College, the NUC confirmed that it had considered and approved the full-time mode of the 31 undergraduate programmes applied for by the institution.

The approval is expected to usher the Delta State College of Education, Mosogar, into a new phase of academic development, with the institution now positioned to award university degrees alongside its existing NCE qualifications under the Dual-Mandate framework.
The development is also expected to widen access to university education for prospective students in the state and beyond, while strengthening the College’s role in teacher education, skills development and academic advancement.
