The Delta State Universal Basic Education Board (SUBEB) has commenced a three-day Master Training Programme for Quality Assurance Officers as part of efforts to strengthen quality assurance systems and improve learning outcomes in public basic schools across the state.
The training, which runs from September 28 to 30, 2026, is being held at the SUBEB Headquarters Main Hall in Asaba and is organised by the Department of Monitoring and Evaluation.
Themed “Train the Trainers: Building the Capacity of Master Trainers for Effective Quality Assurance Practices at the State and LGEA Levels,” the programme brings together Quality Assurance Officers from the Board’s headquarters and the 25 Local Government Education Authorities (LGEAs).
The training is aimed at developing a pool of master trainers who will cascade knowledge, skills and best practices to education stakeholders across the state.
Its objectives include strengthening the capacity of master trainers, promoting professionalism in quality assurance practices and procedures, and fostering a community of practice for effective monitoring and evaluation of schools.
At the end of the programme, participants are expected to make presentations, with those who demonstrate the required competence and mastery of quality assurance practices selected as master trainers for further capacity-building activities at the State and LGEA levels.
Speaking at the commencement of the training, the Executive Chairman of Delta State SUBEB, Hon. Samuel Mariere, represented by the Director of Monitoring and Evaluation, Mrs. Demes Omoniye, said the programme underscored the Board’s commitment to delivering quality basic education through effective monitoring, accountability and continuous improvement.
Mariere noted that as stakeholders increasingly demand higher standards, transparency and measurable results, quality assurance had become an indispensable tool for achieving sustainable improvement and maintaining public confidence in the education system.
He said the workshop was also in line with Governor Sheriff Oborevwori’s MORE Agenda, which prioritises the improvement of education standards in Delta State through strategic capacity building and institutional strengthening.
The SUBEB chairman commended the Universal Basic Education Commission (UBEC), facilitators and support staff for their commitment to strengthening quality assurance systems in basic education.
A UBEC representative and facilitator, Dr. Julius Adedoja, said the training was designed to deepen participants’ understanding of quality assurance and prepare them to function effectively as master trainers at both the State and LGEA levels.
He stressed that effectiveness and efficiency were fundamental to successful programme implementation, adding that prospective master trainers must demonstrate sound knowledge and mastery of the subject.
“For you to be a master trainer, you must be qualitatively sound. If you want to be a master, you must master it all,” he said.
Adedoja explained that effectiveness refers to the ability of a process or action to achieve its intended purpose.
Another UBEC facilitator, Mr. Vincent Egwuzoro, urged Quality Assurance Officers to adopt a broader approach when assessing learning outcomes, stressing that examination records alone may not provide a complete picture of what learners have acquired.
He encouraged the officers to engage directly with learners during school visits and assess other indicators of learning, including communication skills, values, participation in co-curricular and extracurricular activities, respect for rules and regulations, as well as learners’ ability to understand and adapt to their environment.
Other dignitaries at the training included the State Coordinator of UBEC, Mrs. Sharon Dafiluelo; Director of Academics, Mrs. Francisca Okpeh; and Mr. Kester Ossai.
