The Federal Government has inaugurated a nine-member committee to oversee the pilot implementation of the Renewed Hope Mass Transit Bus Scheme designed to ease transportation challenges faced by federal civil servants.
The Head of the Civil Service of the Federation (HCSF), Mr. Olumuyiwa Enitan Abel, inaugurated the Pilot Implementation Committee on Wednesday, September 9, 2026, as part of efforts to translate the Federal Government’s plan to provide 100 electric mass transit buses for civil servants into a sustainable staff transportation system.
Speaking at the inauguration, the HCSF commended President Bola Ahmed Tinubu for what he described as his commitment to the welfare of Nigerian workers.
He said the provision of the electric buses was a practical demonstration of the administration’s efforts to reduce workers’ transportation costs, improve their welfare and create an environment conducive to higher productivity.
According to Abel, the pilot phase will begin with 10 electric buses operating on selected routes before the full deployment of the 100 buses.
He charged members of the committee to ensure a smooth and timely commencement of the pilot scheme, stressing the importance of transparency, innovation and accountability.
The HCSF also urged the committee to avoid unnecessary bureaucratic bottlenecks that could delay implementation.
He expressed appreciation to the Director-General of the National Automotive Design and Development Council (NADDC), Otunba Oluwemimo Osanipin, and his management team for their collaboration on the initiative.
Abel said the pilot phase would provide valuable practical experience that would help the government refine the scheme and facilitate the deployment of the remaining buses.
Under its terms of reference, the committee is expected to develop an implementation framework, identify suitable routes, establish a transparent enrolment and payment system and recommend affordable fares.
It will also be responsible for ensuring adequate safety, security and accessibility for users, including persons living with disabilities.
The committee is chaired by the Permanent Secretary, Service Welfare Office, Dr. Abdul Sule Garba, while Mr. Nura Umar, representing NADDC, serves as Co-Chairperson.
Other members are Arc. Joy Baderin, Director, IMD; Mr. Emmanuel Agodi, Deputy Director, EIR; Mr. Gbenga Olowoyo, representing JNPSNC; Mrs. Joke Onireti of NADDC; Mr. Bright Idehenre of the Renewed Hope Infrastructure Development Fund; and Mrs. Bimbo Ayere of NADDC.
Mrs. Chinyere Nwosu, CAO, EIR, serves as Member/Secretary.
Responding on behalf of the committee, Garba thanked the HCSF for the confidence reposed in its members and pledged their commitment to delivering on the mandate.
He assured that the committee would work with relevant stakeholders to establish an efficient, safe, transparent and sustainable transportation system for federal civil servants.
The electric buses were earlier launched and commissioned on August 26, 2026, under the Renewed Hope Transit Programme.
The pilot scheme is expected to provide the foundation for the wider deployment of the remaining buses and help establish a sustainable mass transit model for workers across the Federal Public Service.
