The Southern Nigeria Youths Congress (SNYC) has called on the Kano State Government to immediately disband a parallel enforcement outfit reportedly operating under the name “Hisbah Independent Fisabilillahi,” describing the group as illegal and unconstitutional.
The call was made during a press conference held on Friday, December 12, 2025, at Voyage Hotel, Oregun, Lagos, where the Congress warned that the emergence of such an outfit could further worsen the already fragile security situation in Kano State.
Speaking on behalf of the organisation, SNYC Chairman, Ambassador Timothy Oyetunji, alongside the Secretary, Mr Nurudeen Saliu, said the group posed a serious threat to public safety and national security.
According to them, the existence of an unregulated parallel enforcement body could lead to clashes with constitutionally recognised security agencies, undermine public confidence in lawful institutions, and bypass established procedures for maintaining law and order.
“The emergence of this group is illegal, unconstitutional, and a very potent tool for escalating the already tense security situation in Kano State,” the SNYC leadership stated.
They stressed that security and law enforcement responsibilities remain the exclusive mandate of constitutionally recognised institutions.
“Security and enforcement remain the exclusive preserve of constitutionally recognised institutions. Any private or politically aligned group assuming such powers is a clear violation of the rule of law,” the statement added.
The Congress also called for an immediate and full-scale investigation to uncover the sponsors, funding sources, and operational methods of the group, urging the Kano State Government to take decisive action.

In addition, the SNYC appealed to the Inspector-General of Police, the Department of State Services (DSS), and other relevant security agencies to commence investigations aimed at identifying those behind the alleged illegal outfit.
The group further criticised what it described as the exploitation of unemployed and vulnerable youths by political actors, warning that such practices could inflame insecurity at a time when Nigeria is grappling with challenges such as banditry, kidnapping, and terrorism.
Emphasising the urgency of the situation, the SNYC said swift and transparent action was necessary to prevent further deterioration of security.
“This matter requires swift, transparent, and decisive action in the interest of peace, national security, and the rule of law across Kano State and Nigeria at large,” the Congress said.
