The Federal Ministry of Education, in collaboration with the World Bank, has flagged off a youth training and empowerment programme in Delta State under the IDEAS/TVET Initiative.
The six-month vocational training programme was inaugurated on Thursday, February 26, 2026, at Otor-Owhe in Isoko North Local Government Area of Delta State. The initiative is designed to equip young people between the ages of 18 and 35 with practical skills in aquaculture and fisheries, solar panel installation and maintenance, welding and fabrication, as well as catering and confectionery.
Participants in the programme will receive monthly transportation stipends and starter packs upon successful completion of the training.
Speaking at the inauguration ceremony, Mrs. Uche Mbaogu, who represented the National Coordinator of the IDEAS/TVET Initiative, urged beneficiaries to approach the programme with seriousness and dedication.
According to her, acquiring similar vocational skills independently would have placed a heavy financial burden on many of the participants, noting that the Federal Government established the initiative to reduce unemployment and promote youth empowerment.
She stated that the IDEAS/TVET Initiative is structured to train over 40,000 youths nationwide in various trades, including catering and confectionery, aquaculture and fisheries, welding and fabrication, and engineering-related fields.
Mbaogu emphasized that previous beneficiaries of the programme are already gainfully employed and excelling in their respective vocations, adding that the initiative demonstrates the Federal Government’s commitment to tackling unemployment, fostering innovation, and promoting inclusive development across the country.

She also commended the Training Service Providers (TSPs) for their dedication to delivering quality instruction, describing their role as critical to the programme’s overall success.
In his remarks, Chairman of the ceremony, Ven. Emmanuel Ewhe, retired Director of the Post Primary Education Board (PPEB), advised beneficiaries to remain focused and committed throughout the duration of the training.
“For those of you fortunate enough to be selected, do not underestimate the importance of this opportunity. I am confident it will positively shape your future,” he said.
Also speaking at the event, Chief Ernest, representative of the Odion-Ologbo of Otor-Owhe Kingdom, cautioned participants against selling the starter packs they would receive at the end of the programme.
“I urge you not to sell the starter packs when they are given to you. This training is a life-changing opportunity. Take it seriously and put the skills you acquire into practice,” he advised.
He further appealed to representatives of the Federal Government and the World Bank to ensure that beneficiaries are provided with comprehensive starter packs that would enable them to successfully establish their trades.
Some of the beneficiaries who spoke at the flag-off ceremony expressed appreciation to the Federal Government, the World Bank, and the Training Service Providers for what they described as a rare and valuable opportunity to acquire life-changing skills.
