Hon Martins Calls for Stronger Collaboration Between Lands Ministry and Legislature

The Delta State House of Assembly Committee on Lands and Survey has called on the State Ministry of Lands and Survey to strengthen its engagement with the legislature as part of efforts to actualize the State Government’s vision for the 2026 fiscal year.

 

The Chairman of the Committee, Hon. Alfred Martins, gave the charge when officials of the ministry appeared before the committee to defend their 2026 budget estimates as part of the ongoing budget defence sessions for Ministries, Departments and Agencies (MDAs) at the Assembly Complex in Asaba.

Hon. Martins described the ministry as a critical driver of Internally Generated Revenue (IGR), noting that its operations remain central to boosting the State’s economic outlook.

 

He stressed the need for the ministry to not only expand its revenue-generating mechanisms but also ensure optimal implementation of its 2026 budget once approved.

Flanked by committee members Hon. Bernard Odior, Hon. Perkins Umukoro, Hon. Emmanuel Sinebe, Hon. Festus Okoh, and Hon. Ebitonmo Alapala; the chairman reaffirmed the Assembly’s commitment to supporting the ministry in delivering on its mandate.

 

The Lawmaker emphasized that enhanced collaboration, improved strategic execution, and stronger regulatory engagement are essential for aligning the ministry’s operations with global best practices and advancing the developmental agenda of the State.

“The Lands and Survey Ministry remains a vital stakeholder in the economic architecture of Delta State. We expect heightened performance in 2026 through sustained partnership, innovative reforms, and deeper stakeholder engagement”, Hon Martins stated.

 

Responding, the Commissioner for Lands and Survey, Goodnews Emamusi, assured the committee that the ministry is fully committed to improved performance in the coming year.

 

He reiterated the ministry’s readiness to work closely with the legislature to secure the policy and legislative support required to reposition the sector for greater efficiency.

 

Emamusi noted that the ministry would intensify its engagement with critical stakeholders across the land management value chain, in line with Governor Sheriff Oborevwori’s MORE Agenda.

The Commissioner said the ministry is poised to strengthen sustainability practices, enhance community relations, attract new investments, and boost overall sectoral efficiency.

 

He added that with the right collaboration and policy support, the ministry is determined to significantly improve its service delivery and revenue contribution in 2026.
